The command line parser for "git diff" learned a few options take
only non-negative integers.

parse-options: clarify what "negated" means for PARSE_OPT_NONEG
xdiff: guard against negative context lengths
diff: reject negative values for -U/--unified
diff: reject negative values for --inter-hunk-context

Negative values for --inter-hunk-context produce structurally invalid
diff output with overlapping hunks:

Hunk 1 covers lines 110-115, hunk 2 starts at 115 (overlap), hunk 3
starts at 116 (overlaps both). The resulting patch cannot be applied.
The config variable diff.interHunkContext already rejects negative
values, but the command line option does not.
Change the type of diff_options.interhunkcontext and its static
default from int to unsigned int, and switch the option parser from
OPT_INTEGER_F to OPT_UNSIGNED. This rejects negative values at parse
time via git_parse_unsigned() and enforces the correct type at compile
time via BARF_UNLESS_UNSIGNED.

We have some test in our test suite where we use the pattern of
`test ... && test_expect_succeess` to conditionally execute a test. The
problem is that when we decide to not execute the test, we'll indeed
skip the test, but the overall statement will also be unsuccessful. This
will become a problem once we enable `set -e`.
Prepare for this future by turning this into a proper conditional, which
is also a bit easier to read overall.

We have a couple of calls to `git config --unset` that ultimately end up
as no-ops as the configuration variables aren't set (anymore) in the
first place. These calls are mostly intended to recover unconditionally
from tests that may have executed only partially, but they'll ultimately
fail during a normal test run.
This hasn't been a problem until now as we aren't running tests with
`set -e`. This is about to change though, so let's silence the case
where we cannot unset the config keys.

Now that the default value for TEST_PASSES_SANITIZE_LEAK is `true` there
is no longer a need to have that variable declared in all of our tests.
Drop it.

Mark some tests that match "*diff*" as passing when git is compiled
with SANITIZE=leak. They'll now be listed as running under the
"GIT_TEST_PASSING_SANITIZE_LEAK=true" test mode (the "linux-leaks" CI
target).

The --inter-hunk-context= option was added in commit 6d0e674a5754
("diff: add option to show context between close hunks"). This patch
allows configuring a default for this option.

Merge two hunks if there is only the specified number of otherwise unshown
context between them. For --inter-hunk-context=1, the resulting patch has
the same number of lines but shows uninterrupted context instead of a
context header line in between.
Patches generated with this option are easier to read but are also more
likely to conflict if the file to be patched contains other changes.
This patch keeps the default for this option at 0. It is intended to just
make the feature available in order to see its advantages and downsides.
