treewide: drop USE_THE_REPOSITORY_VARIABLE
Adapt a couple of trivial callers of `is_bare_repository()` to instead
use a repository available via the caller's context so that we can drop
the `USE_THE_REPOSITORY_VARIABLE` macro.
