Merge branch 'ps/reftable-hardening'
The 'reftable' code has been hardened against corrupted tables by
fixing out-of-bounds writes, out-of-bounds reads, and abort calls
during parsing.

oss-fuzz: add fuzzer for parsing reftables
meson: support building fuzzers with libFuzzer
