Pull PCI updates from Bjorn Helgaas:
"Resource management:
- Add hotplug reservation only once (not at each level of the
hierarchy) so bridge windows don't grow more than necessary (Ilpo
Järvinen)
Driver binding:
- Rework device matching so device ID lifetime only needs to cover
the probe path since dynamic IDs can be removed at any time (Gary
Guo)
Error handling:
- Update mappings of AER errors to agent & layer and log them for
each individual error when multiple errors detected (Lukas Wunner)
- Log Error Source only once, not twice in separate messages (Lukas
Wunner)
- Emit TLP Log only for unmasked errors (Lukas Wunner)
- Support Advisory Non-Fatal Errors (Lukas Wunner)

'aspm-no-l1' [1], and 'aspm-no-l1ss' DT properties (Krishna
Chaitanya Chundru)
Power management:
- Allow D3 for native hotplug-capable Root Ports on non-x86 platforms
(we avoid D3 for these ports on x86 because some old platforms
didn't validate it) (Manivannan Sadhasivam)
- Allow portdrv to claim Ports even if they don't support services
(AER, PME, DPC, hotplug, etc) so it can do power management (Brian
Norris)
Power control:
- Add support for PCIe WAKE# interrupt when described via DT (Krishna
Chaitanya Chundru)
- For the TC9563 PCIe switch:
- Take a reference on the I2C adapter to avoid uninterruptible
hang when unloading an I2C module while in-use (Johan Hovold)
- Update DT binding and driver to restrict Tx Amplitude, DFE and
N_FTS to USP, DSP1 and DSP2 (Manivannan Sadhasivam)
- Power off only external-facing ports (DSP1, DSP2), leaving USP
and DSP3 (aka VDSP) powered up (Manivannan Sadhasivam)

and configure it separately (Manivannan Sadhasivam)
Virtualization:
- Add ACS quirk for Pericom PI7C9X2G608 switches (Tim Harvey)
- Fix a long-standing bug in the Intel PCH Root Port MPC ACS quirk
that didn't update the intended INTEL_MPC_REG_IRBNCE bit because it
used a 16-bit config write when a 32-bit write was intended
(Mohamad Raizudeen)
Procfs:
- Avoid spurious runtime PM wakeup on config space accesses that are
outside config space and fail before reaching PCI (Krzysztof
Wilczyński)
- Warn on user-space writes to kernel-exclusive config space regions,
as we already do for sysfs (Krzysztof Wilczyński)
- Check credentials of opener, not reader, for config space reads, as
we already do for sysfs (Krzysztof Wilczyński)
Sysfs:
- In pci_write_legacy_io(), avoid out-of-bounds reads from the user
buffer and fix incorrect ioport write data (1-byte writes on
little-endian powerpc, 2- and 4-byte writes on big-endian powerpc)
(Krzysztof Wilczyński)
- In pci_read_legacy_io(), fix incorrect ioport read data for 2- and
4-byte reads on big-endian powerpc (Krzysztof Wilczyński)
- Fix I/O port accessor argument order in Alpha pci_legacy_write()
(Krzysztof Wilczyński)
- Avoid spurious runtime PM wakeup on config space accesses that are
outside config space and fail before reaching PCI (Krzysztof
Wilczyński)
- Return -EINVAL, not -ENODEV, for mmap of I/O BAR that fails because
the arch doesn't support it, as we do for procfs (Krzysztof
Wilczyński)
- Check for LOCKDOWN_PCI_ACCESS for legacy_io and legacy_mem, as we
do for other config space accessors (Krzysztof Wilczyński)
Peer-to-peer DMA:
- Add Nvidia Vera Rubin to list of platforms that support P2PDMA
(Leon Romanovsky)

of defining driver-private duplicates (Thierry Reding)
Generic host bridge driver:
- Fix NULL pointer dereference that caused enumeration failures on
32-bit CAM systems (Steffen Persvold)
Amlogic Meson PCIe controller driver:
- Correct the PERST# GPIO state so it remains asserted until power
and REFCLK become stable to fix enumeration failure (Ronald
Claveau)
ASPEED PCIe controller driver:

- Fix host/endpoint dependencies for cadence-plat driver to fix link
error when cadence-plat is built-in but the host or endpoint driver
is modular (Aksh Garg)
Freescale i.MX6 PCIe controller driver:
- Add imx6 intr/aer/pme interrupt lines for i.MX95 (Richard Zhu)
- Remove PERST# checking from pci_host_common_parse_port() so callers
can decide whether to fall back to legacy DT binding with PERST# in
the host bridge (Sherry Sun)
- Fix build issues when PCI_PWRCTRL_GENERIC or PCI_HOST_COMMON is a
module (Arnd Bergmann)
- Create pwrctrl devices only once by doing it from imx_pcie_probe()
instead of imx_pcie_host_init(), which is used during both probe
and resume (Sherry Sun)
- Use 'dw_pcie_rp->skip_pwrctrl_off' to avoid powering off devices
during suspend to preserve wakeup capability (Sherry Sun)
- Add runtime PM support for i.MX95 to allow dynamic power management
when the link is idle (Richard Zhu)
Intel VMD host bridge driver:
- Support device ID 0x28C1 and assume that BIOS has already
enumerated the hierarchy below VMD and stored bus range info for OS
to use (Nirmal Patel)
- Add support for VMCONFIG BUS_RESTRICT_CFG=3, which makes it
possible to enumerate downstream devices on Intel Arrow Lake-HX
systems and probably others (Ali Alaei)
- Pay attention to _OSC negotiation for VMD hierarchy only when
running on bare metal, not when running in a VM (Nirmal Patel)
- Add Nova Lake (NVL) and Dunlow (DNL) Device IDs (Szymon Durawa)

controllers so the unit address matches the first 'reg' entry
(Thierry Reding)
- Add Tegra264 Root Port stanzas to prepare for generic WAKE#
handling (Thierry Reding)
Qualcomm PCIe controller driver:

advantage of the existing debugfs support for silicon debug, error
injection, and event counters (Brett Zhou)
- Factor pcie_valid_speed() and pci_bus_speed2lnkctl2() out of bwctrl
so they can be shared by the DWC core (Hans Zhang)
- Flush MSI writes from endpoint before unmapping the iATU, as we
already do for MSI-X writes (Niklas Cassel)
- Unmap MSI iATU window before mapping MSI-X window, to avoid a
subsequent MSI write using a disabled aperture and losing the
interrupt (Niklas Cassel)

and handle them (Marek Vasut)
UltraRISC PCIe controller driver:
- Add 'core', 'dbi', and 'aux' clocks to DT binding and manage them
in the driver (Jia Wang)
- Use module_platform_driver() since this may be built as a module,
though not removable because IRQs can't be safely disposed (Jia
Wang)

Pull VFIO updates from Alex Williamson:
- Add nv_falcon vfio selftest driver.
The Falcon is a general-purpose microcontroller embedded within
NVIDIA GPUs, presenting a relatively simple DMA programming
interface.
This adds another selftest target for vfio-pci with real DMA
transfers (Rubin Du, Alex Williamson)
- Add allocation assertion helpers to vfio selftests and use them to
avoid variable length arrays and the compiler errors they generate
(Alex Mastro)
- Fix use-after-free hazard where an init path error in MSI support
leaves a stray pointer that can later be reused or double-freed
(Xiang Mei)
- Fix previous refactor of PCI BAR mappings to honor non_mappable_bars
flag, which otherwise generates a warning when trying to pci_iomap()
a 256TiB BAR on ISM devices on s390 (Farhan Ali)
- Add igb vfio selftest driver.
Like nv_falcon, this provides another target for DMA testing with
vfio selftests, but importantly this driver supports both physical
82576 NICs and the emulation model in QEMU.
This therefore enables a vfio selftest vector with no physical
hardware requirements (Josh Hilke, Alex Williamson)
- Mark selftest fixture objects __maybe_unused to accommodate builds
with clang -Wunused-but-set-global (David Matlack)
- Add error recovery for vfio-pci devices on s390x.
This expands devices which expose the existing error eventfd and
introduces a device feature for reporting firmware defined error
state information to the user, allowing recovery through hypervisor
channels (Farhan Ali)

Add a helper that returns PCI_IRQ_MSIX, PCI_IRQ_MSI, or PCI_IRQ_INTX
based on the interrupt type the PCI core selected after
pci_alloc_irq_vectors().
Several drivers already open-code this check against pdev->msix_enabled
and pdev->msi_enabled, or even open code this helper [1].
A common helper avoids the duplication and keeps drivers from accessing
the bitfield directly (see also [2]).

On s390 systems, which use a machine level hypervisor, PCI devices are
always accessed through a form of PCI pass-through which fundamentally
operates on a per PCI function granularity. This is also reflected in the
s390 PCI hotplug driver which creates hotplug slots for individual PCI
functions. Its reset_slot() function, which is a wrapper for
zpci_hot_reset_device(), thus also resets individual functions.
Currently, the pci_create_slot() assigns the same pci_slot object to
multifunction devices. This approach worked fine on s390 systems that only
exposed virtual functions as individual PCI domains to the operating
system. Since commit 44510d6fa0c0 ("s390/pci: Handling multifunctions")
s390 supports exposing the topology of multifunction PCI devices by
grouping them in a shared PCI domain. This creates a problem when resetting
a function through the hotplug driver's slot_reset() interface.
When attempting to reset a function through the hotplug driver, the shared
slot assignment causes the wrong function to be reset instead of the
intended one. It also leaks memory as we do create a pci_slot object for
the function, but don't correctly free it in pci_slot_release().
Add a flag for struct pci_slot to allow per function PCI slots for
functions managed through a hypervisor, which exposes individual PCI
functions while retaining the topology. Since we can use all 8 bits for
slot 'number' (for ARI devices), change slot 'number' u16 to account for
special values PCI_SLOT_PLACEHOLDER and PCI_SLOT_ALL_DEVICES.

According to PCIe r7.0, sec 5.3.3.2, two link wakeup mechanisms are
defined: Beacon and WAKE#. Beacon is a hardware-only mechanism and is
invisible to software (sec 4.2.7.8.1). This change adds support for the
WAKE# mechanism in the PCI core.
According to the PCIe specification, multiple WAKE# signals can exist in a
system or several components in the hierarchy may share a single WAKE#
signal. In configurations involving a PCIe switch, each downstream port
(DSP) of the switch may be connected to a separate WAKE# line, allowing
each endpoint to signal WAKE# independently. From figure 5.4 in sec
5.3.3.2, WAKE# can also be terminated at the switch itself. Such topologies
are typically not described in Device Tree, therefore it is out of scope
for this series.
To support this, the WAKE# should be described in the device tree node of
the endpoint/bridge. If all endpoints share a single WAKE# line, then each
endpoint node shall describe the same WAKE# signal or a single WAKE# in the
Root Port node.
In pci_device_add(), PCI framework will search for the WAKE# in device
node. Once found, register for the wake IRQ through
dev_pm_set_dedicated_wake_irq() associates a wakeup IRQ with a device and
requests it, but the PM core keeps the IRQ disabled by default. The IRQ is
enabled by the PM core, only when the device is permitted to wake the
system, i.e. during system suspend and after runtime suspend, and only when
device wakeup is enabled.
If the same WAKE# GPIO is described in multiple device tree nodes, only the
first device that successfully registers the wake IRQ will succeed, while
subsequent registrations may fail. This limitation does not affect
functional correctness, since WAKE# is only used to bring the link to D0,
and endpoint-specific wakeup handling is resolved later through PME
detection (PME_EN is set in suspend path by PCI core by default).
When the wake IRQ fires, the wakeirq handler invokes pm_runtime_resume() to
bring the device back to an active power state, such as transitioning from
D3cold to D0. Once the device is active and the link is usable, the
endpoint may generate a PME, which is then handled by the PCI core through
PME polling or the PCIe PME service driver to complete the wakeup of the
endpoint.
WAKE# is added in dts schema and merged based on below links.

Some host bridge devices require resetting the Root Ports in a platform
specific way to recover them from error conditions such as Fatal AER
errors, Link Down, etc. Introduce pci_host_bridge::reset_root_port()
callback and call it from pcibios_reset_secondary_bus() if available. Also,
save the Root Port config space before reset and restore it afterwards.
The .reset_root_port() callback is responsible for resetting the given Root
Port referenced by the 'pci_dev' pointer in a platform-specific way and
bring it back to the working state if possible. If any error occurs during
the reset operation, relevant errno should be returned.

pci_sriov_get_totalvfs() reports a VF count, not an errno-style
status. It returns 0 when SR-IOV is unavailable or the device is not a
PF, and otherwise returns the PF's driver_max_VFs value.
driver_max_VFs is stored as a u16 in struct pci_sriov. It is derived
from the SR-IOV TotalVFs field or from a driver-provided limit, so the
implementation cannot return a negative value.
Change the declaration, CONFIG_PCI_IOV stub, and implementation to
return unsigned int.

Currently, the PCI resource files (resourceN, resourceN_wc) are dynamically
created by pci_create_sysfs_dev_files(), called from both
pci_bus_add_device() and the pci_sysfs_init() late_initcall, with only a
sysfs_initialized flag for synchronisation. This has caused warnings and
boot panics when both paths race on the same device, e.g.:
sysfs: cannot create duplicate filename '/devices/pci0000:3c/0000:3c:01.0/0000:3e:00.2/resource2'
This is especially likely on Devicetree-based platforms, where the PCI host
controllers are platform drivers that probe via the driver model, which can
happen during or after the late_initcall. As such, pci_bus_add_device()
and pci_sysfs_init() are more likely to overlap.
Convert to static const attributes with three attribute groups (I/O, UC,
WC), each with an .is_bin_visible() callback that checks resource flags,
BAR length, and non_mappable_bars. A .bin_size() callback provides
pci_resource_len() to the kernfs node for correct stat and lseek behaviour.
As part of this conversion:
- Rename pci_read_resource_io() and pci_write_resource_io() to
pci_read_resource() and pci_write_resource() since the callbacks are no
longer I/O-specific in the static attribute context.
- Update __resource_resize_store() to use sysfs_create_groups() and
sysfs_remove_groups(), which re-evaluates visibility and runs the
.bin_size() callback for the static resource attribute groups.
- Remove pci_create_resource_files(), pci_remove_resource_files(), and
pci_create_attr() which are no longer needed.
- Move the __weak stubs outside the #if guard so they remain available
for callers converted in subsequent commits.
Platforms that do not define the HAVE_PCI_MMAP macro or the
ARCH_GENERIC_PCI_MMAP_RESOURCE macro, such as Alpha architecture,
continue using their platform-specific resource file creation.
For reference, the dynamic creation dates back to the pre-Git era:
https://git.kernel.org/pub/scm/linux/kernel/git/tglx/history.git/commit/drivers/pci/pci-sysfs.c?id=42298be0eeb5ae98453b3374c36161b05a46c5dc
The write-combine support was added in commit 45aec1ae72fc ("x86: PAT
export resource_wc in pci sysfs").

suspend
Per PCIe v7.0, sec 5.5.3.3.1, when exiting L1.2 due to an endpoint
asserting CLKREQ# signal, the REFCLK must be turned on within the latency
advertised in the LTR message. This requirement applies to L1.1 as well.
On some platforms like Qcom, these requirements are satisfied during OS
runtime, but not while resuming from the system suspend. This happens
because the PCIe RC driver may remove all resource votes and turn off the
PHY analog circuitry during suspend to maximize power savings while keeping
the link in L1SS.
Consequently, when the endpoint asserts CLKREQ# to wake up, the RC driver
must restore the PHY and enable the REFCLK. When this recovery process
exceeds the L1SS exit latency time (roughly L10_REFCLK_ON + T_COMMONMODE),
the endpoint may treat it as a fatal condition and trigger Link Down (LDn).
This results in a reset that destroys the internal device state.
So to indicate this platform limitation to the client drivers, introduce a
new flag 'pci_host_bridge::broken_l1ss_resume' and check it in
pci_suspend_retains_context(). If the flag is set by the RC driver, the API
will return 'false' indicating the client drivers that the device context
may not be retained and the drivers must be prepared for context loss.

during suspend
Currently, PCI endpoint drivers (e.g. nvme) use pm_suspend_via_firmware()
to check whether device state is preserved during system suspend. If
firmware will be invoked at the end of suspend, we don't know whether
devices will retain their internal state.
But device context might be lost due to platform issues as well. Having
those checks in endpoint drivers will not scale and will cause a lot of
code duplication.
Add pci_suspend_retains_context() as a sole point of truth that the
endpoint drivers can rely on to check whether they can expect the device
context to be retained or not.
If pci_suspend_retains_context() returns 'false', drivers need to prepare
for context loss by performing actions such as resetting the device, saving
the context, shutting it down etc. If it returns 'true', drivers do not
need to perform any special action and can leave the device in active
state.
Right now, this API only incorporates pm_suspend_via_firmware(), but will
be extended in future commits.

When a driver is probed through __driver_attach(), the bus' match()
callback is called without the device lock held, thus accessing the
driver_override field without a lock, which can cause a UAF.
Fix this by using the driver-core driver_override infrastructure taking
care of proper locking internally.
Note that calling match() from __driver_attach() without the device lock
held is intentional. [1]

When a bridge window contains big and small resource(s), the small
resource(s) may not amount to the half of the size of the big resource
which would allow calculate_head_align() to shrink the head alignment.
This results in always placing the small resource(s) after the big
resource.
In general, it would be good to be able to place the small resource(s)
before the big resource to achieve better utilization of the address space.
In the cases where the large resource can only fit at the end of the
window, it is even required.
However, carrying the information over from pbus_size_mem() and
calculate_head_align() to __pci_assign_resource() and
pcibios_align_resource() is not easy with the current data structures.
A somewhat hacky way to move the non-aligning tail part to the head is
possible within pcibios_align_resource(). The free space between the start
of the free space span and the aligned start address can be compared with
the non-aligning remainder of the size. If the free space is larger than
the remainder, placing the remainder before the start address is possible.
This relocation should generally work, because PCI resources consist only
power-of-2 atoms.
Various arch requirements may still need to override the relocation, so the
relocation is only applied selectively in such cases.

A PCIe hotplug slot applies to the entire secondary bus. Thus, pciehp only
allocates a single hotplug_slot for the bridge to that bus. The existing
PCI slot, though, would only match to functions on device 0, meaning any
devices beyond that, e.g., ARI functions, are not matched to any slot even
though they share it. A slot reset will break all the missing devices
because the handling skips them.
For example, ARI devices with more than 8 functions fail because their
state is not properly handled, nor is the attached driver notified of the
reset. In the best case, the device will appear unresponsive to the driver,
resulting in unexpected errors. A worse possibility may panic the kernel if
in-flight transactions trigger hardware reported errors like this real
observation:

Allow a slot to be created to claim all devices on a bus, not just a
matching device. This is done by introducing a sentinel value, named
PCI_SLOT_ALL_DEVICES, which then has the PCI slot match to any device on
the bus. This fixes slot resets for pciehp.
Since 0xff already has special meaning, the chosen value for this new
feature is 0xfe. This will not clash with any actual slot number since they
are limited to 5 bits.

Currently we enable PTM automatically for Root and Switch Upstream Ports if
the advertised capabilities support the relevant role. However, there are a
few issues with this. First of all, if there is no Endpoint that actually
needs the PTM functionality, this is just wasting link bandwidth. There are
just a couple of drivers calling pci_ptm_enable() in the tree.
Secondly, we do the enablement in pci_ptm_init() that is called pretty
early for the Switch Upstream Port before Downstream Ports are even
enumerated. Since the Upstream Port configuration affects the whole Switch,
enabling it this early might cause PTM requests to be sent. We actually do
see effects of this:
pcieport 0000:00:07.1: pciehp: Slot(6-1): Card present
pcieport 0000:00:07.1: pciehp: Slot(6-1): Link Up
pci 0000:2c:00.0: [8086:5786] type 01 class 0x060400 PCIe Switch Upstream Port
...
pci 0000:2c:00.0: PTM enabled, 4ns granularity
At this point we have only enumerated the Switch Upstream Port and now
PTM got enabled which immediately triggers a flood of errors:
pcieport 0000:00:07.1: AER: Multiple Uncorrectable (Non-Fatal) error message received from 0000:00:07.1
pcieport 0000:00:07.1: PCIe Bus Error: severity=Uncorrectable (Non-Fatal), type=Transaction Layer, (Receiver ID)
pcieport 0000:00:07.1: device [8086:d44f] error status/mask=00200000/00000000
pcieport 0000:00:07.1: [21] ACSViol (First)
pcieport 0000:00:07.1: AER: TLP Header: 0x34000000 0x00000052 0x00000000 0x00000000
pcieport 0000:00:07.1: AER: device recovery successful
pcieport 0000:00:07.1: AER: Uncorrectable (Non-Fatal) error message received from 0000:00:07.1
In the above TLP Header the Requester ID is 0 which causes an error as we
have ACS Source Validation enabled.
Change the PTM enablement to happen at the time pci_enable_ptm() is called.
It will try to enable PTM first for upstream devices before enabling for
the Endpoint itself. For disable path we need to keep count of how many
times PTM has been enabled and disable it only on the last, so change the
dev->ptm_enabled to a counter (and rename it to dev->ptm_enable_cnt
analogous to dev->pci_enable_cnt).

- Skip PME_Turn_Off broadcast and L2/L3 transition during suspend if
link is not up to avoid an unnecessary timeout (Manivannan
Sadhasivam)
- Revert dw-rockchip, qcom, and DWC core changes that used link-up
IRQs to trigger enumeration instead of waiting for link to be up
because the PCI core doesn't allocate bus number space for
hierarchies that might be attached (Niklas Cassel)
- Make endpoint iATU entry for MSI permanent instead of programming
it dynamically, which is slow and racy with respect to other
concurrent traffic, e.g., eDMA (Koichiro Den)

Controllers that can update BAR inbound address translation without
requiring EPF driver to clear/reset the BAR first, and advertise it
for DWC-based Endpoints (Koichiro Den)
- Add EPC subrange_mapping feature bit for Endpoint Controllers that
can map multiple independent inbound regions in a single BAR,
implement subrange mapping, advertise it for DWC-based Endpoints,
and add Endpoint selftests for it (Koichiro Den)

previously it only worked for PF 0 (Aksh Garg)
- Fix Endpoint non-PF 0 support for BAR configuration, ATU mappings,
and Address Match Mode (Aksh Garg)
- Set up iATU when ECAM is enabled; previously IO and MEM outbound
windows weren't programmed, and ECAM-related iATU entries weren't
restored after suspend/resume, so config accesses failed (Krishna
Chaitanya Chundru)
Miscellaneous:
- Use system_percpu_wq and WQ_PERCPU to explicitly request per-CPU
work so WQ_UNBOUND can eventually be removed (Marco Crivellari)"

Pull MSI updates from Thomas Gleixner:
"Updates for the [PCI] MSI subsystem:
- Add interrupt redirection infrastructure
Some PCI controllers use a single demultiplexing interrupt for the
MSI interrupts of subordinate devices.
This prevents setting the interrupt affinity of device interrupts,
which causes device interrupts to be delivered to a single CPU.
That obviously is counterproductive for multi-queue devices and
interrupt balancing.
To work around this limitation the new infrastructure installs a
dummy irq_set_affinity() callback which captures the affinity mask
and picks a redirection target CPU out of the mask.
When the PCI controller demultiplexes the interrupts it invokes a
new handling function in the core, which either runs the interrupt
handler in the context of the target CPU or delegates it to
irq_work on the target CPU.
- Utilize the interrupt redirection mechanism in the PCI DWC host
controller driver.
This allows affinity control for the subordinate device MSI
interrupts instead of being randomly executed on the CPU which runs
the demultiplex handler.
- Replace the binary 64-bit MSI flag with a DMA mask
Some PCI devices have PCI_MSI_FLAGS_64BIT in the MSI capability,
but implement less than 64 address bits. This breaks on platforms
where such a device is assigned an MSI address higher than what's
supported.
With the binary 64-bit flag there is no other choice than disabling
64-bit MSI support which leaves the device disfunctional.
By using a DMA mask the address limit of a device can be described
correctly which provides support for the above scenario.
- Make use of the DMA mask based address limit in the hda/intel and
radeon drivers to enable them on affected platforms
- The usual small cleanups and improvements"

Pull kthread updates from Frederic Weisbecker:
"The kthread code provides an infrastructure which manages the
preferred affinity of unbound kthreads (node or custom cpumask)
against housekeeping (CPU isolation) constraints and CPU hotplug
events.
One crucial missing piece is the handling of cpuset: when an isolated
partition is created, deleted, or its CPUs updated, all the unbound
kthreads in the top cpuset become indifferently affine to _all_ the
non-isolated CPUs, possibly breaking their preferred affinity along
the way.
Solve this with performing the kthreads affinity update from cpuset to
the kthreads consolidated relevant code instead so that preferred
affinities are honoured and applied against the updated cpuset
isolated partitions.
The dispatch of the new isolated cpumasks to timers, workqueues and
kthreads is performed by housekeeping, as per the nice Tejun's
suggestion.
As a welcome side effect, HK_TYPE_DOMAIN then integrates both the set
from boot defined domain isolation (through isolcpus=) and cpuset
isolated partitions. Housekeeping cpumasks are now modifiable with a
specific RCU based synchronization. A big step toward making
nohz_full= also mutable through cpuset in the future"

The commit 665745f27487 ("PCI/bwctrl: Re-add BW notification portdrv as
PCIe BW controller") was found to lead to a boot hang on a Intel P45
system. Testing without setting Link Bandwidth Management Interrupt Enable
(LBMIE) and Link Autonomous Bandwidth Interrupt Enable (LABIE) (PCIe r7.0,
sec 7.5.3.7) in bwctrl allowed system to come up.
P45 is a very old chipset and supports only up to gen2 PCIe, so not having
bwctrl does not seem a huge deficiency.
Add no_bw_notif in struct pci_dev and quirk Intel P45 Root Port with it.
